Simple by attaching link of your css file into your ASP.NET page, and then you can easy go to the definition,

In the Visual Studio navigate to View -> Manage Style -> Attach Style Sheet -> Pick you css file

Now you document will attach the css link reference like:

<link href="../lib/css.css" rel="stylesheet" type="text/css" />

Now, your cursor will jump to css class selector as screenshot below:

Note: this technique can be applied to asp.net user control (ascx), master page file (.Master), but sometime you don’t want to include your css into user control, just remove it if your master page included.

Hope this help
